The federal support program “IQ“ (2011-2014) aims at an improved integration of adults with a migration background into the job market. Since 2005 corresponding instruments and concepts have been developed. Now networks are established and widened out in every federal state of Germany to coordinate existing services, identify lacks and create new services, facilitate and simplify the recognition of foreign qualifications and support migrants in job-seeking. Staff of institutions that work within this field of action are advised and trained to enhance their cross-cultural competencies. The regional networks are supported by several service institutions and the program’s coordination. People involved in the program meet and take an active part in the program’s development through several committees. The program is funded by the Bundesministerium für Arbeit und Soziales, the Bundesministerium für Bildung und Forschung and the Bundesagentur für Arbeit.

Univation carries out the evaluation of the program to the purpose of adapting the existing concepts and instruments to regional conditions and further developing them, supporting knowledge management and decision making. The regional networks are supported in clarifying their goals and reflecting their actions, Furthermore the meeting of the networks’/program’s goals is to be assessed by monitoring the networks’ actions and results. We do this by using different methods of data collection and analysis (monitoring, questioning, group discussions, workshops, archival data analysis…).
